Have running surveillance system that will be accumulating camera data (image / video files).
Problem = people picking locks and having direct access to hardware.
Need to protect system from local access hacks (deletion of files, code insert, etc.).
Can password protect BIOS to prevent detectable boot to a hack disk (would have to clear CMOS).
Can use seal on case to prevent detectable HDD pull (would have to damage seal).
Need way to lock access to running system to prevent the deletion of accumulated surveillance data.
Do not care if anyone sees this data, just need to prevent altering / deletion of files or code insert.
Any simple / low cost suggestions??

If you are concerned that an intruder could potentially destroy the video data of their intrusion by gaining physical access to the drive(s) where the data is stored, the first solution that comes to mind is to mirror it in real time to another location (your home or a data center?) via ssh or similar secure connection. I have not personally setup this type of system. Perhaps someone else can elaborate further?
Regarding your stated measures for protecting the data that resides on site, if an intruder with intentions to destroy surveillance data has found the box that contains the data and can get their hands on it, neither a case lock nor a CMOS password is going to make it very difficult for them to open the case and nab or destroy the drive(s) themselves. A better alternative would be to hide the system if you can. Make the intruder waste time looking for it and/or make them go through multiple locks if possible, i.e. a locked cage within a locked office. Decoys can also be effective.
