We have 2 patch panels and a single HP managed switch located in a 42U cabinet which we share with another company. The other company has all their equipment including servers located in the cabinet. Due to physical restrictions we have about 1m of slack on the cables.
A situation has now come about where by I need to either secure or be able to lock down and monitor that switch. Can anyone make any recommendations as to physical equipment that could be used to secure the switch or any other method?

Even the cabling is seperate and secure. Try a company called Cannon Technologies in New Milton, UK, we used them on a project for an ISP in Europe their service was brilliant.
