Hello videobruce, thank you for bringing this to our attention.
Actually the post in question is just another normal post, that is, it was posted by a SFDC user like all the normal posts here. The unusual codes which you saw were there because they had been typed into the post by its author.
I have edited the post to fix the formatting, thank you for pointing it out.

I ran across something as this before where extra characters were in a web page.
Are you aware of the validation results of this site?

Indeed we are aware of it, actually it is not an issue specific to SFDC but rather to the software which runs our forum, the well known phpBB. It would seem that sadly, the pages it generates are not exactly standards compliant...
You can verify this by checking the HTML validity of other phpBB forums. For example, you can click here to check the HTML validity of phpBB's own support forums (which obviously run on phpBB).

This software and V Bulletin both fail these validations, but neither have a problem with Opera.
